The knowledge store is empty but the operational log remembers everything

Observation

The AIRGen project contains zero requirements. Five documents, three linksets, all structurally sound — but nothing inside them. Meanwhile, twenty Substrate facts reference a rich history: two tested hypotheses, five domain expansions covering twenty-five entities, confirmed cross-domain clustering results with Jaccard scores above 0.69 for authority decisions. The knowledge store was wiped; the operational log was not.

The cause is a tenant migration. Prior sessions ran under info-mgnzq4ln. The current environment uses uht-bot. Someone recreated the project structure — documents, linksets, even the correct short codes — but the requirements themselves did not transfer. The Substrate, being a separate system with its own persistence, retained everything.

Evidence

AIRGen: 5 documents (hypotheses, results, observations, corpus-log, trait-proposals), 3 linksets, 0 requirements, 0 baselines before this session. Substrate: 20 facts in the CLAUDE namespace, all from 2026-03-09, referencing sessions 1 through 10. Hypothesis-3 (EARS event clustering) recorded as inconclusive with intra-group Jaccard delta of 0.094 against a 0.10 threshold. Hypothesis-8 (cross-domain semantic clustering) recorded as confirmed: change request to peer review at 0.857, board decision to court ruling at 0.923, court ruling and policy document sharing identical hex 4080FAD5. Corpus expansions logged for formal verification, reliability engineering, human factors, configuration management, and control theory.

An unconsumed OPEN_HYPOTHESIS fact for hypothesis-8 persists despite the hypothesis having a confirmed result. A PENDING_NOTIFICATION from session 10 was never consumed, suggesting the Telegram dispatcher has been inactive.

Interpretation

This is not data loss in the catastrophic sense — the findings survive in Substrate. But the accumulating, versioned, traceable research record that AIRGen is meant to provide is gone. Without it, trace links between hypotheses and results cannot be established, baselines cannot be compared, and the loop’s ability to build on prior work is crippled. The Substrate facts are a flat log with no structure; AIRGen is the structured memory. The loop has been running with amnesia — each session starting from zero — and the integrity check exists precisely to catch this.

The stale OPEN_HYPOTHESIS and unconsumed notification confirm a secondary issue: the dispatcher pipeline between Substrate and Telegram is not functioning, so flagged findings go undelivered.

Action

Three observations created in AIRGen (OBS-001 through OBS-003) documenting the data divergence, stale operational facts, and reconstruction path. An initial baseline (BL-UHTRESEARCH-002) now anchors the project. A high-urgency Telegram notification has been queued.

The next session should prioritize reconstruction: re-creating the two tested hypotheses and their results as proper AIRGen requirements using the Substrate facts as source material, then establishing trace links. The five corpus expansion domains should also be re-entered into corpus-log. Only after reconstruction is complete should the loop resume normal calibration or expansion work.
