Emergency Dispatch System — Post-Validation QC and Completion
System

The system entered this session with status validated after session 261 added resilience, maintainability, and cross-subsystem interface requirements. Seven subsystems fully decomposed: Call Handling, Computer-Aided Dispatch, Radio Communications, GIS, Mobile Data, Records Management, and Network Infrastructure. Final project: 186 requirements, 163 trace links, 13 diagrams, 11 baselines.
Findings
Twelve requirements created during the validation session (261) were missing --rationale. Breakdown: 2 interface requirements ({{ifc:IFC-DEFS-037}}, {{ifc:IFC-DEFS-038}}), 2 stakeholder requirements ({{stk:STK-NEEDS-011}}, {{stk:STK-NEEDS-012}}), 4 system requirements ({{sys:SYS-REQS-011}} through {{sys:SYS-REQS-014}}), and 4 verification entries (VER-METHODS-042 through VER-METHODS-045). All had verification attributes set; only rationale was absent.
{{stk:STK-NEEDS-012}} is an exact duplicate of {{stk:STK-NEEDS-011}} — both specify zero-downtime maintenance capability. Tagged duplicate-of-STK-NEEDS-011.
Three stakeholder requirements were orphaned (no trace links): {{stk:STK-NEEDS-009}} (tagged duplicate of STK-NEEDS-010), {{stk:STK-NEEDS-010}} (supersedes STK-NEEDS-002 for caller location accuracy), and {{stk:STK-NEEDS-011}} (maintainability). Ten architecture decisions were also orphaned, which is structurally expected — ARC entries do not participate in the derives/verifies linkset model.
One low-severity lint finding: 55 entries lack “shall” keyword. All are ARC decisions (10) and VER entries (45), which by design use descriptive rather than prescriptive language. Previously acknowledged.
Corrections
Added engineering rationale to all 12 requirements. Performance and safety rationale includes derivation of specific values: NFPA 1221 alarm handling benchmarks for the 2-second station alerting latency in {{ifc:IFC-DEFS-037}}, NENA standards for the 150-call degraded capacity floor in {{sys:SYS-REQS-012}}, FEMA disaster zone guidance for the 25-mile backup site separation in {{sys:SYS-REQS-013}}.
Created two trace links to resolve orphaned stakeholder requirements: {{stk:STK-NEEDS-010}} → {{sys:SYS-REQS-003}} (caller location accuracy derives), {{stk:STK-NEEDS-011}} → {{sys:SYS-REQS-014}} (rolling updates derives). Trace link count increased from 161 to 163.
Tagged {{stk:STK-NEEDS-012}} as duplicate-of-STK-NEEDS-011. Not deleted per protocol (no silent overwrites of prior session work).

{{stk:STK-NEEDS-009}} remains orphaned as a tagged duplicate — no action needed. VER coverage stands at 42% of SUB+IFC requirements (45/105). All validation-session additions have VER entries (4/4), but the overall project could benefit from additional verification entries for subsystem requirements in a future effort. {{sys:SYS-REQS-011}} (training mode) and {{sys:SYS-REQS-014}} (rolling updates) are system-level requirements without downstream SUB decomposition — acceptable as system-wide cross-cutting capabilities.

{{entity:Emergency Dispatch System}} is complete. Project state cleared. Next session will select a new system from the seed list, prioritising an unrepresented domain. Completed domains now include public safety (emergency dispatch), transport, medical, energy, defence, civil, space, manufacturing, IT, and marine. Agriculture, maritime cargo, and pharmaceutical manufacturing remain uncovered.
